You may or may not have noticed on some pages I show support for the Electronic Freedom Federation and may be wondering if this recommendation doesn't run counter to their view. In truth if it had not been for the very bad Supreme Court ruling I might have ignored the issue. I do believe that mandated filtering is not only wrong but unmanageble. I also believe that some content was never intended for kids, or for kids without a parent on hand to explain. Therefore a simple to use voluntary and author self labeled system based on established standards is valid. For it to be fully valid it must be up to the mature end user as to if any action should be taken. To simply class any labeling system as censorship is throwing the baby out with the bathwater.

Please note I have changed the word rate in the earlier version of this page to label since rate implies it is done by someone other than the author. (Sorry, I should have realized this before putting this page up.) This site will maintain no list of sites using this system nor will it create any award for other sites since this might be seen as censorship.

Though weburbia.com seems to have gone away, their “Safe for Kids” web page labeling system is probably the best. There are three main reason.

It is voluntary and author self labeled simply to define the intended audience.
It is based on the standard w3.org PICS label.
It is very simple.

There are four classifications.

Not labeled.
General (Safe for kids).
Parental Guidance.
Restriced (NOT safe for kids - Adults only).

The unlabeled is what most pages, including nearly all adult only, are now. Turning on filtering and not allowing unlabeled sites will not allow anything to come through without a label. The other three simply require one line of code be added to each labeled page. Or if the entire site is the same labeling then the server can be set to deliver the labeling with every page.
The three labelings should be fairly obvious which to apply. PG should likely be used for chat, blogs and maybe news feeds. Remember also that people in the USA tend to be much more prudish (I was born and raised here, trust me) than the rest of the world so if you are not sure either do no labeling or bump the labeling to the one of the two more restricive. Remember these are self labeling and have no effect unless filtering is turn on. There is no censorship issue unless mandatory filtering is required by the government.
A note: Pages that contain hyperbole and satire which might not be recognized as such by younger kids.

On the browser side add the weburbia.rat file, add a password, and enable the labeling feature.
Any restriction can be overridden with the password.
Note: Not all browsers support the PICS standard

Some versions of IE do not handle multiple pics-labels for multiple rating systems properly. This is NOT a site problem, contact Microsoft.

The best filtering solution would be one that combines the PICS standard with allow and deny lists of both domain names (xyz.com) and IP addresses (127.1.1.1 or partial 127.1.1) under the adult end users control.

While it is not necessary to indicate in the body of your page that any labeling was used, I have created four simple images in standard web badge size (88 x 31) that you may use. Use “save image as” (right click on image in windows, hold click on Mac). Sample code assumes they are stored in the folder “images” inside the folder “weburbia”. Change this as necessary. If you wish you may include link to this page or a page of your own describing the nature of the labeling system used. The Not Labeled is simply to show support of the weburbia labeling system.
